History of Grama Panchayat

The concept of Grama Panchayats traces back to ancient India, with texts like Arthashastra and Mahabharata referencing village self-governance through councils of five elders. After independence, Gandhi’s ‘Gram Swaraj’ vision influenced Article 40 of the Constitution, and the 1957 Balwant Rai Mehta Committee recommended the 3-tier Panchayati Raj system: Grama Panchayat, Block Samiti, and Zila Parishad. Launched in 1959 in Rajasthan, the system gained constitutional status through the 73rd Amendment in 1992, mandating elections, reservations for women/SC/ST, and state finance commissions. In Kerala, the 1994 Kerala Panchayati Raj Act established the 3-tier system, with Grama Panchayats and Grama Sabhas becoming functional on October 2, 1995, making them the smallest unit of local self-governance.
